


Again, this is somewhat of an unusual issue, there is no good reason for Steam to re-download everything, it sounds like some general Steam file is corrupted, so re-installing Steam may be a good option. It's obviously impossible for me to know what you have tried and what you have not tried, but I wanted to make it clear that you should look on Steam's end to resolve this issue.

You can also try clearing Steam's download cache, we have described that in this FAQ entry, you can also see if you can try some other things from there: In rare cases, people have antivirus tools running which prevent Steam from writing data or delete it, so if you have any antivirus running, try disabling it temporarily and see if that fixes it. Steam should not randomly re-download workshop subscriptions unless the author has changed content.
